Amendment
No. 1183 to the S. 1234, the FY 2000 Foreign Operations Appropriations Act, was adopted
unanimously by the Senate on June 30, 1999.

Consistent with the intent of Congress expressed in the
enactment of section (3)(b) of the Taiwan Relations Act the Secretary of State shall
consult with the appropriate committees and leadership of Congress to devise a mechanism
to provide for congressional input prior to making any determination on the nature of
quantity of defense articles and services to be made available to Taiwan.
